NACC Patient Panels have proven themselves, in a relatively short space of time, to be a great success. Their achievements have shown that by working in partnership with local health professionals, with each listening to the other, small numbers of committed patients can make a difference to the service offered to all; the improvements or changes brought about do not have to be great or expensive to make an impact on a patients` personal experience of their local IBD service. The panels have taught us that often what health professionals believed to be of concern to patients, and therefore to them, was in fact not so and that something else was of greater concern; this kind of dialogue and raised understanding of patients needs should also be viewed as an achievement.

Each panels` strength lies in its uniqueness and diversity coupled with the ability to influence its own particular local IBD service; it is for this reason that NACC hopes to see more patient panels develop in the future; using the partnership approach to make that vital difference!

From a pilot project to a mainstream NACC activity in just two years! Each Patient Panel is different reflecting a wide diversity of volunteers and the unique environments they all work in. In their different ways each Patient Panel has been a huge success, although some have set their sights higher than others and some have worked in more favourable circumstances all have their own achievements of which they can justifiably be very proud.

The NACC Plan for 2005-2008 states that ‘We will …. support the development of patient panels or other initiatives through which people affected by Colitis and Crohn’s Disease and the professionals involved in their care can exchange ideas on how local services for IBD can best be developed’

Summary Background

NACC Patient Panels – What are they?

-IBD Patient Panels are an initiative supported by the National Association for Colitis and Crohn’s Disease (NACC) which has been running since early in 2005. There are several pilots established around the country – all working in slightly different ways, depending on their local circumstances.

-However the aims of all pilots are the same - to improve local IBD services by providing suggestions, feedback and ideas from people and carers of people who have Colitis or Crohn’s disease.

-All the pilots work closely with NHS professionals and their local IBD departments to achieve these aims.

-It is hoped that the work of these pilots will help raise awareness of Colitis and Crohn’s disease.

-It is also hoped that by participating on these panels that the members will have a greater understanding of how the NHS works and how to make the most of the opportunities that exist within the NHS for greater Patient and Public Involvement.

-Panel members will have the opportunity to develop their meeting and presentation skills through the work of the panel.

-Essential to both – good local liaison between Groups and Patient Panels - particularly where they exist in the same area

Panel Established

First formal Patient Panel was set up in 2005 – there are now 10

Panel Aims

-Review Local Services and make positive suggestions for improvement/development

-Raise awareness of Colitis and Crohn’s Disease

-Develop the skills, knowledge and experience of panel members

-Work in partnership with local NACC Group and Health Care Professionals to improve services

Patient Panel Participants

Anyone who receives IBD services (and/or their carers) from their local hospital

That of the local hospital from which IBD services are delivered

NACC Support for Patient Panels

-Support from NACC Patient Involvement Advisor including help to get established

-Small budget for expenses

-Guidance on specific issues as they arise

-National support on specific issues if they have broader significance

-Networking opportunities with other NACC Panels

-Resources/ information on NACC website

Panel can legitimately speak on behalf of

-IBD patients and professionals involved in the Panel activities

-NACC local view in response to health service issues/consultations

Different Models of Patient Panels

All Patient Panels are different, evolving as they do to their unique local circumstances. This is not an attempt to show that one type of model works better than others.

There does appear to be three distinct models of Patient Panel emerging:

1.  Professionally initiated and professionally lead - but with patient participation in the decision making

2.  Patient initiated and patient lead - but with close liaison with the local IBD Health Service Team

3.  A campaigning Patient Panel arising from a threat to local services eg reduction in IBD nursing hours - but can develop into a more traditional model when campaigning issue is over

Resource and Contact Person Summary

NACC can offer financial assistance to support the work of Patient Panels and can offer a resource pack which includes publicity materials for the launch of a Panel and other promotional material. NACC can also provide advice and support to individuals wishing to run a Patient Panel
